Using the Clouds filter, and then making it look real.
Step 1. Make a new image. I made mine 1000px X
1000px, 180 DPI.
Step 2. Create a new layer
it will be 'Layer 1'.
Step 3. Pick your colors. I chose "B8AEFA" as
my foreground, and white for my
background.
Step
4. > Filter > Render >
Clouds. Looks flat and unrealistic.

Step
5. Now zoom way out, so your cloud image is small within
your
document window (see figure B).

Note: This step is to make room for the 'Transform tools'
Step 6. Go to Edit > Transform > Perspective, and drag
one of the top-corners
out to the edge of
the document window, or further if you want, and one
of the bottom
corners inward. Hit Enter. See figure C.

Step 7. Now use the crop tool around the entire image to
get rid of everything
that is off the
canvas.
Step 8. Do an Edit > Transform > Scale, and move the
bottom half upward to
about the halfway
mark on the canvas, and then hold the ALT key, and
drag one side out
until the bottom of the sky crosses the entire
canvas. Hit Enter. (See Figure
D.)

Now you have a fairly realistic looking sky. In my image below I made the
ground
roughly the same way (perspective and transform). Weeee!
